The President of the Court, HE Nawaf Salam, met with United Nations Secretary-General, HE António Guterres, on a recent visit to UN Headquarters in New York. Topics of discussion included the unprecedented judicial caseload of the ICJ and the need for enhanced support to allow the World Court to continue to effectively fulfil its mission as the principal judicial organ of the organization.

In the advisory proceedings concerning the Right to Strike under ILO Convention No. 87, 31 written statements have been filed in the Registry of the International Court of Justice. Pursuant to Article 106 of the Rules of Court, the Court may decide to make the written statements accessible to the public on or after the opening of the oral proceedings in the case.

On 31 May 2024, Palestine filed an application for permission to intervene and a declaration of intervention in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africav. Israel), invoking Articles 62 and 63 of the Statute of the Court.

On 31 May 2024, in accordance with Security Council resolution 9 (1946), Palestine filed in the Registry of the Court a declaration accepting “with immediate effect the competence of the International Court of Justice for the settlement of all disputes that may arise or that have already arisen covered by Article IX of the Convention on the Prevention and Punishment of the Crime of Genocide (1948), to which the State of Palestine acceded on 2 April 2014”.

The President of the International Court of Justice authorized Brazil, at its request, to participate in the advisory proceedings concerning the Right to Strike under ILO Convention No. 87.

The Court announces the publication of Acts and Documents concerning the Organization of the Court (No. 8).This publication contains the Charter of the United Nations, the Statute of the Courtand the most recent version of the Rules of Court, as well as the Practice Directions and other basic texts in both English and French.

By an Order dated 30 May 2024 in the advisory proceedings on the Obligations of States in respect of Climate Change, the President of the Court extended to 15 August 2024 the time-limit within which States and organizations having presented written statements to the Court may submit written comments on the other written statements, in accordance with Article 66, paragraph 4, of the Statute.

By an Order dated 28 May 2024, the President of the Court fixed 28 March 2025 and 28 January 2026 as the respective time-limits for the filing of the Reply of Equatorial Guinea and the Rejoinder of France in the case concerning the Request relating to the Return of Property Confiscated in Criminal Proceedings (Equatorial Guineav. France).

The International Court of Justice announces the publication of I.C.J. Pleadings, Obligation to Negotiate Access to the Pacific Ocean (Boliviav. Chile).The two volumes of this publication contain the documentation relating to the case in the original language.

On 24 May 2024, Mexico filed a declaration of intervention under Article 63 of the Court’s Statute in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

On 24 May 2024, the Court delivered its Order on the Request of South Africa of 10 May 2024 for the modification of the Order of 28 March 2024 in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel), reaffirming its previous provisional measures and indicating new measures.

On 23 May 2024, the Court delivered its Order on the Request for the indication of provisional measures submitted by Mexico in the case concerning the Embassy of Mexico in Quito (Mexico v. Ecuador), finding that the circ*mstances do not require the exercise of its power to indicate provisional measures.

On Friday 24 May 2024, the Court will deliver its Order on the request for the modification and the indication of provisional measures submitted by South Africa on 10 May 2024 in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel). A public sitting will take place at 3 p.m. at the Peace Palace in The Hague, during which Judge Nawaf Salam, President of the Court, will read out the Court’s Order.

On Thursday 23 May 2024, the Court will deliver its Order on the Request for the indication of provisional measures submitted by Mexico in the case concerning the Embassy of Mexico in Quito (Mexico v. Ecuador). A public sitting will take place at 3 p.m. at the Peace Palace in The Hague, during which Judge Nawaf Salam, President of the Court, will read out the Court’s Order.

The public hearings on the request filed by South Africa on 10 May 2024 for the indication of additional provisional measures and the modification of provisional measures previously prescribed by the Court in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel), which opened on 16 May 2024, concluded on 17 May 2024. The Court’s decision will be delivered at a public sitting, the date of which will be announced in due course.

On 15 May 2024, the Court held a ceremony at its seat, the Peace Palace in The Hague, on the occasion of the presentation of a gift from the State of Qatar to the Court. HE Dr Mutlaq Al-Qahtani, Ambassador of Qatar to the Netherlands, presented a jalbut, a traditional sailing ship made of wood, to the Court on behalf of his country.

On 16 and 17 May 2024, the Court will hold public hearings on the request filed by South Africa on 10 May 2024 for the indication of additional provisional measures and the modification of provisional measures previously prescribed by the Court in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

On 10 May 2024, South Africa submitted an urgent request for the indication of additional provisional measures and the modification of previous provisional measures in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

On 10 May 2024, Libya filed a declaration of intervention under Article 63 of the Court’s Statute in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

The International Court of Justice announces the publication ofthe 2022 edition of its Reports of Judgments, Advisory Opinions and Orders. The two volumes of this edition include, in a bilingual format, all the decisions rendered by the Court in 2022.

The Court has authorized the Organisation of African, Caribbean and Pacific States, at its request, to participate in the advisory proceedings concerning the Right to Strike under ILO Convention No. 87.

On 30 April 2024, the Court delivered its Order on the Request for the indication of provisional measures submitted by Nicaragua in the case concerning Alleged Breaches of Certain International Obligations in respect of the Occupied Palestinian Territory (Nicaragua v. Germany).

On 29 April 2024, Ecuador instituted proceedings against Mexico before the Court with regard to a dispute relating to the alleged violation by Mexico of a series of obligations owed to Ecuador under international law, arising from Mexico’s conduct relative to Mr Jorge David Glas Espinel, the former Vice-President of Ecuador.

The public hearings on the preliminary objections raised by Armenia in the case concerning Application of the International Convention on the Elimination of All Forms of Racial Discrimination (Azerbaijan v. Armenia), which opened on 22 April 2024, concluded on 26 April 2024. The Court’s decision will be delivered at a public sitting, the date of which will be announced in due course.

On Tuesday 30 April 2024, the Court will deliver its Order on the Request for the indication of provisional measures submitted by Nicaragua in the case concerning Alleged Breaches of Certain International Obligations in respect of the Occupied Palestinian Territory (Nicaragua v. Germany). A public sitting will take place at 3 p.m. at the Peace Palace in The Hague, during which Judge Nawaf Salam, President of the Court, will read the Court’s Order.

The public hearings on the preliminary objections raised by Azerbaijan in the case concerning Application of the International Convention on the Elimination of All Forms of Racial Discrimination (Armenia v. Azerbaijan), which opened on 15 April 2024, concluded on 19 April 2024. The Court’s decision will be delivered at a public sitting, the date of which will be announced in due course.

On 30 April and 1 May 2024, the Court will hold public hearings on the request for the indication of provisional measures submitted by Mexico in the proceedings it instituted against Ecuador on 11 April 2024.

The International Court of Justice announces the publication ofits Annuaire-Yearbook 2021-2022. This volume, the seventy-sixth edition in the series, covers the period from 1August 2021 to 31July 2022. Produced in a bilingual format, it provides information on the judicial activities, organization and jurisdiction of the Court, together with the procedure that it follows.

In the advisory proceedings on the Obligations of States in respect of Climate Change, 91 written statements have been filed in the Registry of the International Court of Justice, the highest number of written statements ever to have been filed in advisory proceedings before the Court.

On 11 April 2024, the United Mexican States instituted proceedings against the Republic of Ecuador before the Court with regard to a dispute relating to “legal questions concerning the settlement of international disputes by peaceful means and diplomatic relations, and the inviolability of a diplomatic mission” and requested the ICJ to indicate provisional measures.

By an Order dated 5 April 2024, the Court fixed 28 October 2024 and 28 July 2025 as the respective time-limits for the filing of the Memorial of the Republic of South Africa and the Counter-Memorial of the State of Israel in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

The Court authorized the United States of America, at its request, to participate in the advisory proceedings concerning the Right to Strike under ILO Convention No. 87.

On 8 and 9 April 2024, the Court held public hearings on the request for the indication of provisional measures submitted by Nicaragua in the case concerning Alleged Breaches of Certain International Obligations in respect of the Occupied Palestinian Territory (Nicaragua v. Germany). The Court’s decision will be delivered at a public sitting, the date of which will be announced in due course.

On 5 April 2024, the Republic of Colombia filed a declaration of intervention under Article 63 of the Court’s Statute in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

By an Order dated 28 March 2024, the International Court of Justice indicated additional provisional measures in the case concerningApplication of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africav.Israel).

The International Court of Justice has authorized the World Health Organization, at its request, to participate in the advisory proceedings on the Obligations of States in respect of Climate Change.

Armenia) from Monday 22 to Friday 26April 2024.

On Monday 8 and Tuesday 9 April 2024, the International Court of Justice will hold public hearings on the request for the indication of provisional measures submitted by the Republic of Nicaragua in the proceedings it instituted against the Federal Republic of Germany on 1 March 2024.

On 6 March 2024, the Republic of South Africa filed an urgent request for the indication of additional provisional measures and the modification of the Court’s Order of 26 January 2024 and decision of 16 February 2024 in the case concerning Application of the Convention on the Prevention and Punishment of the Crime of Genocide in the Gaza Strip (South Africa v. Israel).

The International Court of Justice has amended Articles 81, 82 and 86 of the Rules of Court relating to intervention. The amendments will enter into force on 1 June 2024.
